Report on an interview in regard to Limestone between Mr. Kwan,

the Commissioner of the Bureau of Industry, and Mr. Gilman,

the local representative of the Green Island Cement

Company, Limited, held lst. February, 1913.

I informed Mr. Kwan that this interview was

the outcome of a letter received by His Britannic Majesty's Consul-

-General from The Commissioner of Foreign Affairs in which it was intimated that the Chinese Government would be willing to dispose

of to the Green Island Cement Company the confiscated limestone

at a price which would be arranged by the Bureau of Industry.

Mr. Kwan replied that he was quite willing to

negotiate with the Green Island Cement Company for the sale of the

confiscated stone, and he asked me what I considered a fair price. I replied that the Green Island Cement Company would be quite willing to pay the price laid down in the contracts

with their West and North River Contractors.

Mr. Kwan said that his Government could not

consider our private contracts and would prefer to fix their own price he would go thoroughly into the matter and fix the price taking into consideration the Government's out-of-pocket expenses incurred over the confiscation of the stone, and he hoped to give a

reply in about a week.

The question of future supplies was then dis- -cussed, and I pointed out to Mr. Kwan that, though the Green Island Cement Company were anxious to secure the confiscated stone, yet the question of future supplies was the most important

matter.

Mr. Kwan then asked me the following question "Was he right in assuming that the Green Island Cement Company withdrew their claim on the Chinese Government" ? I replied that it was impossible for the Green Island Cement Company to withdraw the claim unless the Government met them half way and gave an

undertaking that limestone would be supplied from some source at a
